remote entry and security system

I bought a two button factory remote entry fob for my 1993 Grand Cherokee Limited 6 cyc. I went to program it and I can not get it to program. i have followed the instructions carefully several times. So I looked at all the fuses and all are good. I did notice that my security light in the dash does not light up at all when I turn the ignition on.

Does anyone have any ideas on how to get the remote to work and why my security light does not at least light up when I first turn the key?
