Headliner replace and roof paint

My headliner has been sagging for a while so I finally went to JoAnne an got the fabric today and pulled it out, no problem there.

But after pulling it out I see blistered paint and rust apparently from condensate. Not terrible but needs to get fixed.

Looking for suggestions on what paint to use there after I scrape and sand. Since it is under the headliner it will never be seen.

The rust is just from condensation, any enamel paint will be OK, and less expensive than POR. I use Rustoleum.

Used Eastwood Rust Encapsulator on the exterior of my roof before Raptor Liner.
