If the 2000 ecu is a coil pack ignition how will it fire the single coil distributor on the 99?

Are you able to pass with 1 or 2 I/M monitors in the not ready state? You should be able to call your DMV testing center and get that info.

I installed the same/similar lights in the first link and can confirm it has DRL without the DRL feed hooked up and the headlights/marker lights off. The engine must be running. It has wifi DRL

Install a wideband sensor. Boost and timing advance are not something you want to do. You can advance the timing in the 1bar section of the map just shy of the transition zone. I wouldnt do anything with the timing or run the engine above 1 bar until you check your AFR on the WB.

Advancing the CPS does add some power but you will need to run at least midgrade possibly premium if you experience any knock. The 96 and up ecu can be re mapped to achieve a timing bump as well. It can even be tuned for forced induction.

The distributor phasing sensor/cam shaft sensor is the flat one under the distributor cap. If the shop is connecting to the obd2 port and the reader will not connect at all to the pcm with key on engine off then the pcm does not have power. Check all fuses in the PDC. Then the C1 (black)...

I typically will buy the splash brand as it is just methanol and water. The red stuff is appx 30% meth and I would use it for the windshield and injection. In the engine, not me. CT only gets down maybe to -4 and no clogging issues. A bottle of isopropyl wont do any harm as methanol is far more...

Nothing beats oxy/acetylene when working on old Jeeps. Invest in a mini torch set, you wont regret it.

This was my experience with a 99 XJ. There is a large bore "s" shaped rubber hose coming off the LDP. I capped that. Now the LDP would pressurize just the s tube. No leaks so the light would stay off.

Getting a 2000 federal ecu is probably your best bet. I cant see a reason why splitting the signal from bank 1 sensor 1 to bank 2 sensor 1 wouldn't work. Defoulers can fool the 2000/2001 ecu successfully.

I've used an actron cp9575 for many years and have not found a vehicle it would not communicate with yet.

What scanner are you using. Provide the exact model. Some scanners have an issue connecting to the 96 ecu. Even the HP tuners module cant run high speed datalogging on it, but they have a work around.
