My '92 with a 3" lift, 31s and 243000 on the H.O. is only getting about 13 with a mix between city and hwy. I need to change the t-stat back to a 195 and see if that will help anything.
I have been thinking about doing that anyway to try to get better mileage. I only have 31s right now and if my speedo and odometer are right (which i doubt they are due to the tire size) I am only averaging about 13-14mpg
Its actually not that uncommon for both headlights to burn out. Especially if you dont notice the first one go out. The one that is still working gets more current fed to it making it hotter and making it burn out much faster. I am sure you have seen cars on the road with one headlight burnt out...

I would try the bolt removers bluejeepkid mentioned. either that or vise-grips. If you have 1/4 or so sticking out like you said then you shouldnt have a problem.
I personally like a thin but not too thin coat of gray rtv on the gasket but that is just me. I have also used black and blue but I like gray best.
As far as the block goes i would just do like someone already said and get a prestone kit and flush it really well.
What did you replace?
When you replace any part of the power steering system whether it is the pump or the gear box you should fill the fluid and jack the front end up a bit and turn the wheels all the way to the left and all the way to the right over and over and over again (I usually do it...
