Okay so I gave this a shot, no flow out of pump when spun by hand.... that sounds fairly conclusive to me! Damnit, now to see how helpful RockAuto is going to be with a customer downunder...
Generic Valving? If hypothetically this was the cause of the issue, would there be a way to verify this? I'm afraid I dont quite understand what you mean by valving?

I've actually already tried this multiple times - including leaving it for anywhere between 30minutes and overnight it to settle.

So I have a new (reman) power steering pump installed in my 1996 XJ. I replaced my pump because it was sounding pretty noisy after a recent 4x4...
The lugs of my muddies JUST touch at full lock (when your steering wheel can't turn any further). In my case I imagine an AT of the same size would not hit.
Also look at the ACTUAL width of your tyre. Worst case you can follow this:

Update: Okay i feel pretty silly now, having tested the car on looser soil it appears that the majority of my symptoms were due to my testing on pavement. It was still quite difficult to get out of low range but i think im getting the knack to getting it out of full time and high range.
