Just went through that on my 95. Turned out to be a 15 amp fuse in the Power Distribution Block under the hood. It is the third fuse from the left in the row closest to the passenger side fender.I think it was Fuse Number 15. Fuse Number 11 is for the Fog Lights!
You should be more specific as to your question. I don't see any missing fuses. Most likely cause for your AC not working is that it is low on freon.

Drill the head of with a 1/4 inch drill. Drill just enough for the head to pop off and then grab what's left with a pair of vice grips and turn it out.
Where I live none of the dealers have the equipment to scan the Renix System. The only one who had it was an old AMC Jeep dealer who no longer exists. The Chrysler dealers didn't see it fit to buy the Scan equipment so now we are on our own around here!

The trick to welding in sheet metal is to tack weld it in place at regular intervals and then go back and fill in the voids. You do not have to weld the entire seam. If you do weld the entire seam I would do it in short bursts. This will keep the weld from blowing thru the metal. I did not weld...

Have you checked the inline fuse for the TCU. It is located on the passenger side under the dash. It's easily identified by the heavy gauge bright yellow wire!
I have had a number of XJ's in my time and have had nothing but praise for them in the snow. I normally run Michelin LTX's. On my 89 I have Kelly AWR 32x11.5's and it handles and drives like crap in the snow. I would say your tires are your problem with the XJ.
