Agreed, total lift up to 4" doesn't require high rise :).
Just a bit confused as you mentioned 'I have a '98 SE edition with 4.5" Rough Country full pack lift kit on 33s'. This vehicle would wind up at about 5.5" to 6.0" total lift. So I gathered you were speaking of this vehicle.

I haven't kept up with current lift laws, but it sounds like the standard station you went through stated they were not responsible for tickets/issues you may receive for lift violations.
My understanding is they have not changed any high rise laws requiring a full inspection if total lift...

For me the primary goal was emergency communcation. Not only can you get a contact in most situations, but the contacts tend to be highly skilled at assisting with emergencies.
CB's, Cell phones, FRS etc have high limitations and/or failure rates.

When I completed my lighting needs a few years ago, the last set of lights I went with was a pair of 'Lightforce 240 Blitz HID'..
They offer what I believe to be incredible power, design etc :).
I've had an AutoXray for about 5 years.
To date it's worked flawlessly on all of my jeeps for OBD I and II scanning. It won't pull codes on my 03 WJ relating to EVIC codes etc where a DRB III scanner is neeed. Beyond this, it's worked great.
I've also used it for generic OBDII on Hondas...

Interesting concept, I would suggest adding a triangulated cage tied into your bumpers for the future. Granted this will still yield failure points, but the bumper integrity may be saved...
96+ are OBD-II having differing lines, etc.. I believe you could upgrade to an OBD-II if you change the fuel rail, hard lines etc. But it's not a simple swap.

My vote would be dirty IAC, as you mentioned it idles down after a restart. While intake/exhaust (manifold) bolts are a very common issue, once the engine warms up, the high idle normally continues even after a restart due to thermal expansion.

Yes - At 6'4" I'd bet it would be a sizable issue. I'd guess if would be OK for folks up to about 5'6" or so. My other half is about 5'4" and she says it's not a problem. I've learned to live it myself.
