Per my NAXJA research, the PCM on the 98 requires different signals from the buttons than the 99 can provide. I have also found that different fuses in the kick panel control different systems. 97-98 are the same, 99's seem to be unicorns, and 00-01 are the same. From what I gather the change...

I'll now give a x2 to the ballast and the bypass suggested.

X2 on the fuel tank possibly being full of trash. 3 fuel pumps into my 92 and I finally replaced the tank. There was enough rust in the old one that I basically built a replica tank when I got it out. Never another issue since.
