OMG, what a mess you've got on your hands. Sounds like you've got a few things going on.
First, Tim is right on target on the blower motor. High amp draw from a worn out blower motor can cause the electrical harness to melt at the switch...certainly worth a check.
With regard to the IOD...

One thing you might want to check before you order anything is to look where your brake pads ride on the steering knuckle. The pads can often wear groves or notches in the soft metal of the knuckle...
Just a note...that does not appear to be lint. It looks more like a mouse has pulled up insulation to make a nest and it has been getting sucked up into the inlet of the blower. It wouldnt be the first time a mouse has tried to set up shop inside a Jeep.
