On my 99. the squeek ended up coming from the lower pulley (the crank shaft I believe), turns out, it is a two piece construction, with a thin layer of rubber in between, when the rubber wears, it starts to slip, and makes the squeal sound.
Don't remember the brand, but it is mounted with the tow hook brackets, and the towhooks are on also.

Did you try a nut breaker(what ever the official name is) Little object with a hardened bolt that you crank down and it breaks the nuts in half? Most auto stores should have them. Possibly HomeCheapo or Loews.
In my 99, the resistor was on the passenger side under the dash. 3-4 bolts holding a plastic plate on, then 3 bolts holding the resistor.
Same for my Wifes 2000 TJ.
Cost around $50...
