You can only apply as much torque as you can react. Just think how much torque is on your drive shaft when your tires are off the ground? Zero.

You can drill out the plug welds and press out the tubes but it is pretty hard. Just don't press across the housing crushing the housing.
I would just leave the tubes in place and sleeve the new tubes on.
