No Fuel Pressure???????

I have read about 3 hours woth of post on this subject but didn't quite find what im looking for. Brand new 4.0 hooked up the fuel lines but all the gas seems to do in just curculate through the rail then back into the tank. From the regulator the fuel comes out at a steady flow, how fast or hard should it come out of the regulator? (the regulator is unhooked and in a bucket) With force? this was just a good stream of fuel. Plus is there suposse to be back pressre in the return line? Now the pump as worked fine for a year, but the jeep as been sitting for 6 months while getting a complete overhaul. Its a little frustrating, but kinda fun to figure out.

Are we still talking about the '89? The back pressure is supposed to come from the regulator. What is wrong? Won't Jeep run, or are you just playing around with the pump. You shouldn't run the pump full on for more than a few seconds. Return line shouldn't have back pressure.
