Front end noise. Suggestions needed.

I have a persistent noise in the front of my 97 XJ 4X4 with 145K miles. The sound is not metallic but an intermittent, rubber like squeak. The noise sometimes occurs over bumps but not all the time. Sometimes it occurs pulling up a steep driveway other times it does not. The strange thing is that the noise seems to move around. Sometimes it seems to come from the front end near the shock tower. Other times it seems to come from the area in the firewall where the steering column goes through. The noise is only noticable at slow speeds 1-5 mph.

The shocks are new less than 5k miles. All grease able front end fittings are well packed and the rubber boots are not torn. I have silicon sprayed the bushings under the front springs and the motor mounts which are original but still solid.
Any thoughts ? Suggestions what to check ?
