2 Questions, power steering..

Well ever since it started getting cold around here, like mid 30's and below, in the morning my XJ starts up fine, but the wheels are locked. They wont turn either direction, but Ill give it a little gas and it starts working fine. Theres a little whine at first but goes away pretty quick.

Im thinking its a power steering pump? The fluid level is fine. Stock 96, 4.0. 225/75/15 tires.

Also when Im driving I get a strong smell of gasoline through the vents, (im assuming thats where its coming from). Any idea what this could be? Thanks

I'd put money on a leaky fuel injector. Check for leaks around one of your fuel injectors.
