HELP 1992 cranks but no fire

i have a 1992 cherokee that was given to me, it is a not start. the jeep cranks but doesnt fire, tested the following systems and all can back ok,

coil, cap, plugs- all have good spark
fuel at rail- correct pressure
new plugs
Cps-good

ceramic resistor on driver side fender is broken but only gets .024V
