Refresh on Guests?

What are the rules for guests? My dad and a friend (tenative) would like to come down.

Dad will be driving:
YJ, 4" lift, 33's. Everything else stock.

Friend:
Toyota, 38's maybe 40's. He would really like to run Upper Helldorado at the same time. Here is a link that has some older pics and info about the toy.

Anyway, what do I need to do to get approval and what needs to be done to for registration if they can attend.

Thanks Richard. Now I just need to get my crap together. I told the wife I think I should get my high steering done before we go. She asked why don't I wait a few weeks before starting. :)
