Qustion 1

That's reason #734 why Budget Boosts are a pain. You've got a spring with a higher springrate in your springpack now, and it's not uncommon to see this happen.

Yep, not all that uncommon. Good news, it won't hurt anything. It will most likely eventually all meet up.
