No dash power/no start

I have used the search function and found nothing. My friend called me and said when he went to start his 95 cherokee 4.0L it would not start. He said when the key was turned to the run position all the dash guages moved and buzzers worked. Turned the key to start and the motor didn't turn over and all guages and buzzers shut off. He cycled the key and there is nothing. No guages and no start (no clicking). I told him to check the fuses. He said that he checked fuses under the hood and above his pedals. He had to go to work and didn't get to trying to jump start the battery incase it is dead. He is going to try it tonight after work. He is looking for advice if it is not a battery problem. Thanks

Sounds maybe like a Neutral Safety Switch. Have him go to N and jiggle it a little and try, then back to park and try. (After you rule out dead battery, of course_
