quick master cylinder question(pic)

I pulled the hose off the cylinder, and when I pump the clutch, I figured that fluid should be squirting out of the hole where the clutch hose was. Well little to none comes out. Does that mean its dead?

You know, a while back my plastic line blew a hole in it and I lost pedal(obviously). I got my new hose on and filled the reservoir and thought that I would let gravity bleed the line before hooking it up to the slave. It never allowed fluid down the line. I tried pumping the pedal and couldn't get fluid. I thought that I had maybe screwed the master cylinder up when it ran dry. But the I saw the 1 way type valve in line on the slave side and I put the hoses together. Bled just fine. It was sucking air just as fast as pumping fluid I presume. Put the hose back on it to bleed?
