torque bolts to what? c4x4 hooks and brackets

I just got a bunch of my parts I had ordered for xmas. I got the C4x4 brackets and hooks and nowhere in the instructions does it say what the bolts should be torqued to?
 
"when no torque value is specified, the He-Man torque spec shal be used"
that's probably written in really small font somewhere in the install specs
 
So your saying the brackets and hooks that will be removing my jeep from getting stuck should be tightened "til they are tight by hand"? Sounds kinda sketchy to me...
