modifying factory luggage rack for lights

I just got through drilling holes and mounting four 6" offroad lights to my factory luggage rack.I drilled two holes on each side of the cross bar and used two bolts on each side to stiffen it up but the lights still move a little(enough to make the beams bounce).What else can I do to stiffen the cross bar up more?
