I am currently installing my hitch and I have a factory gas tank skid. should I be removing the skid entirely and bolting it onto the hitch or leave it and bolt the hitch on under it?

On my 96 I had the skid held on by one bolt per side and then put the hitch on and bolted it and the skid down with the remaining 3 bolts per side. It was a real PITA only b/c the holes (on hitch, skid and frame rail) weren't all lining up and I had to do some work to get it right.

just got it
had to take the skid off partially and slide the hitch between the skid and body. the bolt it up
only two of the bolts are not lining up but they are in half way I loosen all of them and try to get it right later. for now its sturdy enough to drive and probably enought to tow me out of <insert stuck predicament here>.
