Where can i purchase only the safety clip, not tow hook and clip as a set ?

don't know of any one selling just the clips, but if you just want to keep on a strap you could cut a band of a bike inner tube to hold it. not to classy but it may work for you

Are you talking about D rings to mount to where the tow hooks go in the front? If so, check these out...

Are you talking about the metal clips behind some tow hooks to keep the straps from falling off? I have factory tow hooks from a 93 I think and they have them. You could fab some up real easily in that case.
