Are all Tj dana 30s low pinion, and is a low pinion that much weaker than a high pinion because of where it gives power to the gears?

Just trying to get 4.10s in my jeep and dont want to pay 400-500 per axle to install gears that i already own. So i figure a used axle would probably be cheaper and unfortunately most boneyard xjs dont have 4.10s

Yes all TJ dana 30's are low pinion non discos with 297/760 (dana 44 sized) u-joints. A low pinion axle is weaker than a high pinion because it is turning on the coast side of the gear (like you would do to a standard/low pinion rear axle in reverse). Not a bad axle if you can get it already setup for cheap. Otherwise build up a HP30 non disco this will help your driveshaft length and angle as well.
