Bad steering, hard to control--

My 96 Country with 210K drives great, and I think all of the steering and suspension joints are in great shape. However, the steering is "gooey" and does not return to center very well. It honestly feels about like the shaft has a slight disc brake on it, it is strange. Not really that bad, but not as smooth as mom's Grand. Makes it difficult to drive windy country roads. Is this a bad gear box, or pump, or shaft, or something else.
