Power antenna relay

Trying to fix the power antenna on my 90 Loredo. The relay clicks when I turn the key on and when I turn the radio off, I have a working antenna (jumped the wires across the battery), so no problem there. What should the output voltage from the relay be? Right now I am getting less then 1 volt. Any help appreciated and as usual thanks in advance.
 
Just because the relay clicks does not mean it is passing power to the antenna. The clicking sound is the coil engaging the relay contacts. The contacts can be burnt out or carboned up which results in zero power. The 1 volt you are reading is as much as the contacts can pass. Replace the relay.
