engine trouble

my friend has a 91 wrangler with the 40 and he says when hes going down the road oil will fill th carb and air box but when its sitting still it wont do anything so is his engine bad or is it not to major
 
Sounds familiar, but you might want to do a search as I don't have the information for you. I have heard it mentioned on here before, something to do with blowby.
