Cb Trouble

I bought and installed a used cb in my 93 stock XJ and have had some difficulties in getting it to work right. the main problem Im having is lack of reception. I have another cb in my truck and drive 50 feet away and I cant get the xj to boadcast to the truck and it cant recieve from the truck either. the antenna is only 2 feet long on both vehicles and mounted on top of the cab in both cases. other than trying a longer antenna what can I do? (I plan on longer antennas but tow hooks came first in priority)

Tune it.

This assumes proper grounding on the antenna.

Come by my place in OC. I have the tools needed, and a couple spare CB's and Antenna's for testing.
