tech requirements and inspections

I know we didn't really have too many problems last year, but a few still surfaced. So I would like to remind everyone that there are certain minimum requirements that each rig has to meet before going on a trail.
Also even though CB's are listed as required, they are useful.

Front and rear tow hooks, shackles or receivers (no welded tow hooks)

Safety Belts for driver and all passengers

Adequate Spare Tire, Jack and Lug Wrench

Tow rope (no metal hooks allowed), strap or winch

Visibly Charged Fire Extinguisher (BC or ABC)

First aid kit

Secured battery (no bungee cords)

personally i think these should be in every vehicle on the road, not just trail rigs. just my opinion though.
