Bolt clearance with BB

I recently put a bb kit on my 98 XJ. I noticed that directly behind each rear shackles is a bolt looking like it holds some part of the bumper on . This bolt sticks out just shy of hitting the shackles and when the rear leafs compress it does hit. Is this bolt meant for any adjustment of would it be safe to whip out the sawzall and trim it down a bit?
 
Those are your rear bumper bolts. You should cut them down flush (the part that pokes through), as your shackles will hit them when extended. I found it easier to just remove the bottom 2 bolts on each side, and trim them down with a hacksaw... Hope you have small hands as getting to the bolts heads is tough, but do-able.

Also,the more reputable manufacturers make allowances for this in their designs.
