I have noticed recently some XJs with headlights one obove the other like regular and brights, what exactly is this is is just a certain year?

Those are the early Wagoneers - I think they were made to 1990 or so. Looking at the rear, you would also notice that the taillights are red/white only, with no yellow "turn" section.
I would imagine it possible to change over if you had a front clip from a donor vehicle - you won't need the whole clip, but you'll want to make sure to get all the headlamp-area parts (I haven't seen a Waggy in a while, so I couldn't tell you what you'd need.) Everything outside the headlamp buckets is, I believe, the same.
Anyhow - that explains the "four-light" XJ for now, thank you for attending. Lecture #304 is a series of 117...
