The cheapest way? Buy some ratchet tie-downs for $10 and tie the tire down to the factory cross bars. It ain't goin anywhere...

I believe Mopar made a spare roof mount that tied to the factory frame rails. A very nice product, don't know why it was discontinued. You could post around, looking for a used one.
