GM Dual electric fan questions

1995 Olds with a V6, it has two electric fans, one on the inside like the XJ, driver side, that one comes on and cycles with the AC and Def modes in sync with the compressor and when the temp gets past the halfway mark. The second one is on the outside on front of the radiator on the passenger side. That one I have never seen come on at all. Problem started with the olds overheating and losing cooolant and I isolated it to the water pump which is leaking so it needs a new pump. Anybody know when that outside fan is supposed to cycle on and off.
I hate working on that car, the sideways mounted V6 is a royal PIA. I was going to slap in a new thermostat but the darn housing is blocked by a heat shield where the front heads exhaust header curls around the engine.
