90 Revvs very high when starting

My 90 XJ revvs incredibly high only sometimes when starting. I replaced the EGR Valve and that helped quite a bit but I'm wondering if maybe a stuck throttle body? Can someone help me out-it sounds in pain when it starts it guns it so high.

Take off your throttle body and IAC and clean them really well. Your TPS also might need to be adjusted.

I just replaced the TPS and thats when it started revving high. So I'm thinking it might need to be adjusted. Also the top bolt broke off in the throttle body so theres no top bolt on the TPS. Any info on how to adjust it would be great.
