Are the lengths the same on these? Can I use TJ rear 44 shafts for spares in my XJ D44?

Yes, only the retaining plates are different.

What about the brake drums and hardware? Interchangable?

i ran a borrowed TJ axle shaft in my XJ D44 without any need to modify the retaining plate. Are you thinking of the difference between regular TJ D44 and the one equipped with disc brakes from factory? if, so, yes they are different.
