have the rear gas tank skid plate off and cannot re-install because I can't seem to find or locate rusted bolts on inside of "frame rail"-Is there other options or alternatives to re-attach gas tank skid-plate-Do I have to go down though the inside floorpan frame rail to locate bolts?

Take your bumper off to get inside the frame rail and check it out. It should have what's called a nut strip if its done right. It may be, however, that someone just put some regular nuts up there when they installed the skid plate. ------------Dave

If ya don't have nutcerts ya can take a piece of cardboard and tape loose nuts w/ washers to it (punch a hole for the bolt first) & use that to 'fish' the nut into place to reattach it. (Easier to do this one at a time than try to tape all of em onto one piece & hope the holes all line up.)

You could always go get some nutstrips at the junkyard. You just have to bang or drill the rivits out and clean up the threads in the nuts. Then get some 12mm x 1.75 bolts about 50-60mm long and some washers, put the nutstrips in the frame rails and bolt it up with the bolts.
