drivers Window won't completely close

I have a 99xj and im going to buy doors off a 2001 xj. The owner says the power Window on the drivers side goes up and down but stops about 1/4" from the top.... any idea what would cause this before I buy them?
 
There is some adjustment in the regulator mount. Not much, but some. The holes are keyhole shaped where the studs go through.

I bought an aftermarket reg that did the same thing. If I moved it all the way up, then it wouldn't open all the way.

So I just moved it to a spot mid way.
 
Not even sure what the regulator looks like. is it the thing attached to the motor? still curious how to adjust it too.

Also, this started one day when I was wheeling in mud. any chance the regulator just needs cleaned?
