rear brake line lock

I am so frustrated. I am trying to remove the D35 rear axle on my 2001 XJ 4x4. Everything has gone well, the U-Bolts were easy to loosen, the drums came off easily, I was able to remove the parking brake cables -- everything except this dumb little lock!

It is so inconsequential that the factory service manual doesn't even mention it. No one else has had a problem with it so I cannot find any post which tells me how to remove it.

It looks to me like I should grab the tab the yellow arrow is pointing to, and pull straight out from the brake line. But nothing moves!

Is there a trick? Is the approach I am taking to remove the clip wrong?

Please help -- I want to get the Jeep moved before nightfall!

I always use a screwdriver and a hammer. if the tab breaks off I hammer the legs out (again with a hammer and large screwdriver) and buy a new one.
 
So it is difficult to remove!

I was afraid of breaking something -- now I know just beat it into submission.
