98 SPORT wont start

I HAVE TO WIGGLE THE SHIFTER TO GET IT TO START.I 'VE HAD THIS PROBLEM FOR AWHILE NOW.BUT NOW NO MATTER WHERE I PUT THE SHIFTER IT WONT START.I'M THINKING THERE HAS TO BE A SWITCH ON THE SHIFTER SOMEWHERE.

I had this problem after my xj sleep over night in 5ft of water. Their is a switch under the streering wheel that keeps the car from starting and a switch on the trans that will also not let the car start. The switch under the wheel will not let you press the button for a gear on the shifter.
