Dashboard electrical problem

When I turn on my parking or headlights on my 96 XJ the right turn signal arrow on the dash comes on and stays on. If I use the turn signal it blinks as normal but returns to a steady light after the turn. Any suggestions as to where to look to fix this?

Check and see if the bulb is burned out.
