rear hitch mounted cargo carriers

What is your experience using hitch mounted rear cargo carriers regarding the fact that your cargo often at least partly covers your license plate or tail lights.

Ever been pulled over? Or have you used a carrier with no issues? Ever noticed certain states where obscured plates or lights are more likely to draw attention than in other states?

I use one every camping/road trip. At least 10-12 trips per summer. I have never had an issue. It works great to carry the camp firewood, cooler, gas, etc. I love it. Harbor Freight $50.
It held my first 213 pound black bear down the mountain to the taxidermy and butcher shop.

I agree they are convenient being located outside the vehicle...as you say especially great for firewood.
