IN THE HOUSE OF REPRESENTATIVES

January 6, 2009

Mr. RUSH introduced the following bill; which was referred to the Committee on the Judiciary

--------------------------------------------------------------------------------

A BILL

To provide for the implementation of a system of licensing for purchasers of certain firearms and for a record of sale system for those firearms, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

I saw this on open congress and was wondering what you guys thought. It looks to me like an attempt to make you have a license to purchase a firearm. Did I read this right? Opinions?

Look for a few of these to be snuck thru while peoples attention are on more important stuff like eating, paying bills and such, I'm surprised it took this long since the election. I smell Pelosi here.

One way or another they are going to prevent us from having guns legaly. On the other hand buy rifles and shot guns at flea markets, gun shows and garage sales where no paper work is needed, for hand guns there is always a friend who has a friend who knows this guy who can get you what ever you want for the right price.

Outlaw guns and...nevermind.

IF implemented properly, a licensing system where you would have to prove you are not a convicted criminal (felon, repeat misdemeanor offender, recent conviction, take your pick) and prove you have some understanding of proper firearm safety might not be such a bad idea.

But that's a big if and we're dealing with the gov't so chances of proper and reasonable being part of the end result are slim-to-none. :wantyou:

That's how we got into this mess in the first place - GCA68.

Incremental denial by firearm type started even earlier - NFA34.

Look up the Arab parable about "The Nose of the Camel"...

Been there, done that, got concealed firearm carry permits from several states.

It is not going to be a gun ban or registration farce, they are going to try the Ammunition Accountability (Saving lives one bullet at a time) BS. No ammo, no shooting. Your EBR (Evil Black Rifle) becomes an expensive club.

Ammunition Accountability requires ammunition manufacturers to encode an individualized serial number on each bullet base and cartridge case. Possession of non-coded ammunition would be illegal. Non-coded ammunition would be surrendered. All ammunition sales would be recorded. A tax would be added to every round of ammo sold. Manufacturing and accounting costs will skyrocket the price of ammunition. Manufacturers and vendors would face stiff fines for not-complying.

Don't you love how they try to go after things that already exist in ridiculously huge numbers?

TM31-210 - Improvised Munitions Handbook.

Everyone should have a copy, it's DECLAS. While the "solutions" presented in the manual may not be suitable for competition, they are "combat accurate" - and as long as you can get started, you can work your way up the chain to bigger and better things. That was the lesson behind the GM "Liberator" pistol air-dropped into France late in WWII.

The Liberator cost something like two dollars to make (then,) was a single-shot smoothbore .45ACP, and you had to use a stick to push the old cartridge out. The hollow grip could store five spares.

BUT, if you made the first couple of shots count, you could just stick the thing in your pocket for a backup and work with the better things you've managed to accumulate.

TM31-210 works on the same principle - use commonly-available anything to outfit yourself to begin the resistance, and equip yourself off of the enemy from there. Amazing what you can do with a trip to the hardware store, the drugstore, and possibly the grocer's...
