OK, so how about this. Mandatory liability insurance for gunowners. You can own ANY gun you want. ANY number of guns you want. You are responsible, in civil court, for ANY damages caused by your gun(s), while registered to you. If your gun is stolen, YOU are civically responsible for damages, so...
