Does anyone know who manufactured this bumper? It was on the XJ when I bought it. The previous owner didn't know because it was on the Jeep when he bought it,

Try a wig wag kit like those used for emergency vehicles. They run $40-50. If you use 2 lights, it will be more noticable when flashing for an emergency situation.

You can find everything you need at your local auto parts store -- wet/dry sand paper, sanding blocks, scuff pads(work great if you just need to scuff up the old finish before applying the new).
