Open the split corrugated O2 sensor wire loom between where it travels near the power steering pump and enters the long plastic square-ish cover near cylinder #1.
Look for any repairs made using crimped connectors. Get rid of any crimped connectors.
Strip the ends and twist the affected wires...
When was the last time you changed the fuel filter? On the ‘96 and earlier, it is mounted on
the LH frame rail. I replaced the fuel pump on my ‘96 (OBD-2) with a Crown unit last Winter
2022 and it has been good so far. No issues with the fuel level sender, either. Knock on wood.
Perform a compression test on all cylinders. Write down the results and get back to us. Many parts stores will let you rent or borrow a compression tester.
Extension Housing Bushing. I've done several of these. With the engine shut down, put
the transmission in Neutral, grab the driveshaft with your hand near the forward U-Joint
and wriggle it. If the driveshaft wobbles by more than, say 1/16", then you need to
change the Extension Housing...
Trace the forward O2 sensor wire harness - from the sensor connector - to where it enters
the plastic fuel injector wire harness rail (near above the #1 exhaust port). Make sure that
the wires aren't melted, or badly spliced, or goofed in any way. Be sure that the wire
harness is routed...

It could be simply that your reader is having an issue.
My own code reader works OK on my car ... but the code reader that my local smog

Thinking about this again. You might try to fiddle with the HVAC vent controls to listen
if the whistle pitch changes. The hard plastic vacuum lines at the HVAC vent control
are know to develope a hairline crack, and whistle.
Ditto ehall's suggest to use a hose to probe for the source of the sound. Alternatively,
I use a medical stethoscope with the diaphragm removed (open hose end). ~ $15.

Had this on my '96 a few years ago. In my case, I couldn't turn off the engine!
The ignition lock pushrod that activates the ignition switch (near the lower base of the
top of the steering column) was the culprit.
Remove the steering column cowl, and (maybe) the instrument gauge pack...
My 4.0L XJ was doing exactly this a couple of years ago. Good O2 waves on the scanner.
After months of very much picking and prodding - it turned out to be a dodgy repair by a
previous mechanic along the O2 Sensor Wire Harness near to the #1 exhaust port tube.
I had to open the split-loom cover...
