I can't help with lumens but I can say I have Hella headlight housings w/ leds in one xj and IPF housings w/ leds in another. Each have direct from battery power using relay. Excellent excellent patterns and output from both using recent design led bulbs is terrific. Best non - drive train...

I also have a steering column, but I believe it is from '00 or '01, I'm not an interchange expert, but if it works for you let me know.

Buggy code in the Lemur software is certainly one possibility...I presume I could monitor one or more of these sensors with a voltmeter and watch for the behavior outside of wiring harness/OBDII bus?

I just installed a 4.7 ATK stroker in my '00 XJ. I'm thinking I'm better off reverting to a single cat exhaust design ala '99's and earlier. Does anyone know what complications exist in swapping in an earlier '99 PCM in place of the '00's? For example, I'd be eliminating the two precat O2...
