That is where i put 4 rockers on my 99. You can fish the wires from the side though the AC/Radio bezel. but is a lot easier install when you remove the instrument panel bezel. To remove the gauge bezel you have to take off the panel below the steering wheel along with the metal panel behind...
I had a similar issue with my 99. The windsheid wipers worked in high position, sometimes in low and delay, but when turned off did not return to park. New wiper motor corrected my issue.

I have 4 15x8 Simulated Beadlock Black steel wheels. All are in good conditon. One has a dent on the inside wheel lip. $175 Takes all 4. I have had these on my 99 XJ for the last 2 years with no issue. If interested send me an email at [email protected]. Thanks.
Can you here the relay click?? Have you tried bypassing the relay just to see if the acc's will work. If they work by bypassing the relay then i would say it either a bad relay or still something is wrong in the wiring of it. Is it getting a good connection to ground and +12 ? If all else fails...
I would us a good sized gauge for the switched power source to the relay. Then the relay will need a heavy gauge wire powering the relay directly for the battery, Another heavy wire will run from the output of the relay to power the new Fuse box. Below is a complete wiring diagram for a relay...
I agree with Mbjeep91. The Running of a good heavy gauge from the switched inginition switch to a relay powered by a direct battery connection is the best way to go. As far as the fuse block i would check a local autoparts store or a car audio store. They should have something that will work...
