If Jeep is in park, motor idling, and power steering pump cap is off, and you turn the steering wheel, should you see the power steering fluid flowing or bubble, or squirting out?

I doubt that the LDP pump is bad, since it seems to be doing a test as told to by the PCM, and does not generate a high P.S.I. I doubt that the evap purge valve is bad since the PCM is constantly pulsing it once you get to closed loop operation and a bad one can cause its own DTC code.

Well, it turns out one of the differences of owning a 2001 XJ with Calif. Emissions is that your XJ has four 02 sensors. So, the bad news is you will eventually spend more money to replace 4 sensors instead of 2 sensors.
The good news is...
Mike your are confused...there are no sensors after the big cat on a 2001. Read it again. it refers to the upstream sensors, but does not call the downstream sensors , upstream or vice versa. It explains how the pcm uses both up and down to adjust fuel ratio.
