Try turning your key slightly like you are trying to start it, not enough to engage the starter, but to wiggle the mechanism. Sounds like my 94 that needed a new ignition switch. I would lose fan, wipers, turn signals, and radio. No idea on the lights.
+1 on the spring shocks. I have run a set on my '95 and they are great. Took the sag and raised it just higher than stock. The ride is good and makes towing quite stable.
I imagine it is only good for ice, but I found when I got stuck on a construction site on a sheet of ice, a few roofing shingles laid in a line grip great. Gravel side down and drive away. Mud and sand..... I'd look for some old surplus military mats. They are strips of heavy gauge sheet...
Going with your clue and the little ring about a third of the way down from the top, I'm guessing some sort of jackhammer attachment. I've used smaller hammers with attachments around 2ft long. That would be one big mug though.
Sorry, It was too long ago. I sold the jeep 3 years ago. I can't even remember metric or standard. I don't think I used anything unusual like 1 1/8" or something outside a normal complete set of sockets. The tank sits on the skid though. No straps. The bolts must come out.
