Center punch half a dozen spots around the tcase where the seal seats and loctite it in, good to go.

If the locktite doesn't do it, take a centerpunch and put half a dozen punches around the case where the seal rides, and locktite it.

What paint are you using that resists corrosion better than powder? Or where are you getting your powder coating done that makes you say rattle bomb will last longer?

Powdercoat or plastikote (like the plstic dip stuff but applied and baked just powder coat, and much more durable)

I would do nothing till told too. Never heard of anyone not getting a warning first. If you go by the letter of the law your cherokee probably doesn't meet the lift laws either. In my area it depends alot on what roads you travel whether you will be hasseled.
